After the effect is generated, the attack of the wager and the player that controls the effect are considered to have wagered. When the trigger of a wager effect resolves the winner of the wager is determined - if the attack has hit, that attack and the player that controls the effect are considered to have won the wager, otherwise the other player is considered to have won the wager.
